Recruitment 2022: The Telecommunications Regulatory Authority of India (TRAI), New Delhi, is inviting applications from experienced officers from Central Government/Public Sector Enterprises (PSUs)/Statutory Bodies/Autonomous Bodies for the post of principal researcher on the basis of delegation.

Even though there is 01 notified vacancy for the position of Principal Research Officer at TRAI Headquarters, New Delhi, Central Government Officers/ Government Public Sector Enterprises (GPSU)/ Statutory Organs/ Autonomous Organs are deemed to have satisfied the eligibility with reference to Senior Research Officer (Deputation) position may apply through the appropriate channel. The Mandate of the Principal Research Agent in Deputation Initially Remains 03 Years.

Method of application: The Candidate Agent must attach the following testimonials along with their respective candidacy and certification by the Employer/Executive Supervisory Authority prior to submitting by Registered Mail with Return Receipt Receipt/Expedited Shipment/Order on Carrier inserted in a super scripted envelope “Application for the Post Senior Research Officer on Deputation Basis” at TRAI, Headquarters, New Delhi, which is expected to be admissible on or before 10 November 2022 (10.11.2022).

Note: Prospective applicants should apply through the “appropriate channel” through the Transfer Authority who will issue a No Objection Certificate stating that if the applicant is selected, they will be spared/relieved from services within 03 months following the appointment.

Mandatory documents and testimonials for submission:

01) Executive Aptitude Certificate; 02) Vigilance Authorization; 03) Certificate of Integrity signed by an officer not holding the rank of Under Secretary/Director of Indian Government; 04) Photocopies of Annual Performance Appraisal Reports (APARs) / Confidential Annual Reports (ACRs) for the previous five years duly attested on each page by the officer not below the rank of Under Secretary of Government of India should also be sent with the request. If for some reason the agent’s ACRs/APARs have not been completed for a particular year or part of a year, a ‘Non-Reporting Certificate’ (NRC) must also be sent.

The period of deputation (including the short-term contract) in another ex-officer position held immediately before this appointment in the same or another central government organization / department shall generally not exceed 03 (three) years.

Essential eligibility criteria for deputies (including short-term contract):

Age limit: Not to exceed 56 years.

Agents under Central Government/State Governments/Union Territories/Self-Governing/Statutory Organization, Public Sector Enterprises (PSUs), Statutory and Self-Governing Bodies:

A. i) occupy a similar position on a regular basis in the framework or the parent department; Or

ii) Officers in the junior timescale with 04 years of regular service rendered in that rank or 07 years of regular service in the rank of section officer in the parent cadre or department; and

B) Desirable: Working knowledge of computers.

Essential education: The agent should hold a Master of Business Administration (MBA)/Bachelor of Business Administration (BBA)/Economics/Commerce/Engineering/Law/Science/Humanities degree from any duly recognized university or equivalent institution/member of the Institute of Chartered Accountants of India (ICAI) / Institute of Cost and Labor Accountants of India (ICWAI) with compulsory experience in the relevant field.

Certification of the supervisory authority of the employer / framework with the documents to be submitted with the application:

Certification duly countersigned with seal-attestation to be issued by the supervisory authority of the employer or the manager

1. No vigilante case or disciplinary case is pending or contemplated against Shri ………………/ Shrimati………………..

2. Its integrity is certified

3. His Confidential Reports (CR) File (Photocopies of Confidential Annual Reports (AC) / Annual Performance Appraisal Reports (APAR) for the previous 05 Years duly attested by an Officer of the Under Secretary Grade of the Government of India

4. No major or minor penalty has been imposed on him in the last 10 years. Attached is a list of major or minor penalties imposed on him over the past 10 years (as applicable).
